Recently, there was a change allowing to expand or collapse the development panel section on the work items, and the development details were collapsed by default.

This, however, causes users to miss that field completely, since they were used to having the information available and even highlighted with the development links.

At this point, the only control admins have over that section, other than granting permission to it, is updating its place on the work item layout. It would be helpful, however, if administrators could also force the development details to be expanded or collapsed by default.
