Select all Work Items to change status throws and error

      Issue Summary

      In the Issue Navigator, when I select all Work Items and hit "Change Status": it's displaying this error,

      "Failed to load the bulk editor

      Wait a few minutes, then try again."

      Steps to Reproduce

      1. Navigate to the "search work items" section
      2. Select all issues to "change status"  (check the screen recording for your reference)

      Expected Results

      You should be able to change the status of the issues when selecting all issues at once

      Actual Results

      The exception below is thrown in the UI

      Failed to load the bulk editor Wait a few minutes, then try again. 

      Workaround

      Select the work items individually or use the "bulk change work items" option at the top right corner of the screen
