Issue Summary
On instances where users do not have a Jira license, when attempting to create a Jira premium only template, the "try it free for 30 days" button is disabled with a warning message: "Contact your admin to upgrade". This applies to all users including admin.
Users are also unable to close the Jira Premium trial modal.
Steps to Reproduce
- Log into an instance without a Jira license. (For example instance with JSM license only)
- Open project creation, select a premium template within software development section. (For example Top-level planning)
- Click on "Start your free trial"
- Within the opened free trial modal, the "try it free for 30 days" button is disabled. For all users including admin, a warning with "Contact your admin to upgrade" is displayed

Users cannot close the modal
Workaround
An admin can navigate to Atlassian Administration -> Atlassian apps to activate the Jira product.
