Issue : Ability to create project wise banner 

Summary : 

Presently to create an announcement banner within Jira software we have the below steps : https://confluence.atlassian.com/jirakb/configure-announcement-banner-in-jira-cloud-1217300328.html 

This would mean that the announcement banner is visible to the entire site and not project wise

we can user scripts to be able to view it project wise but this is not a feasible option 

Suggestion ; It would be great if this feature is under each project settings and the banner visible to the users in those projects
