Allow ability to hide Time Spent field in Jira filters

      Allow ability to hide Time Spent field in Jira filters from users who do not have access to log time from Atlassian Marketplace apps.

      Currently even if you do not have access to log time from marketplace apps, you can still see the time spent data from Jira filters.
