Issue Summary

Collapsing the Details panel on a work item is reset after a refresh, even though the value "group.state.<PKEY>.details-group" is set to "false". In contrast, this persistence works correctly for the "More Fields" and "Automation" panels.

Steps to Reproduce

1. Navigate to a work item.
2. Collapse the "Details" panel.
3. Refresh the page. The Details panel will appear expanded again.

Expected Results

If the value "group.state.<PKEY>.details-group" is set to "false" (meaning the "Details" panel is collapsed), the panel should remain collapsed after a refresh.

Actual Results

The value "group.state.<PKEY>.details-group" is set to "false", but the "Details" panel remains expanded, indicating that the value stored in the browser's local storage is not being respected.

Workaround

Currently, there is no known workaround for this behavior. A workaround will be added here when available
