However, there's an issue. Even if users have "browse project" permission, they still see the same screen if a work item is restricted by a security level. This causes confusion because users might think they lack the "browse project" permission and try to click the "request access" button. But this button doesn't actually do anything in this context.

It would be better to remove the button when users cannot view the work item due to security level restrictions.
