Issue Summary

In Plans Timeline, Customers can't see Goals from different sites when they are linked to work items

Steps to Reproduce

1. copy the URL for an Epic from site 1
2. open the Goals app in a different site in the same Atlassian organization
3. open the Jira tab in a goal, then select Add Jira work item
4. paste the URL of the epic, and select Add
5. open Plans in site 1
6. view the Epic in plans

   Expected Results

Linked goals appear in the Goals column, even if they're from a different site

Actual Results

Only Goals from the current site show in the Goals column in Plans Timeline

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
