Issue Summary

Using the new Quick action >Page >Create page is not working for Confluence on external site when the Confluence from the same site has been deleted or deactivated

Steps to Reproduce

1. Click + on any work item
   
2. Then from Page > Create page was visible when before (when the confluence product is active within the cloud site.
3. It will automatically go to the Confluence cloud URL https:///xxxx/atlassian.net/wiki
4. When the customer does not have the inhouse / Confluence product within the same site, the create page option is not even shown

Expected Results

The Create page will be redirected to the Confluence from other cloud URL if the user has permission to access.

Actual Results

The user does not have the create page option

Workaround

User can navigate to the remote Confluence site and copy the page and paste it in the Jira work item.
