Issue Summary

Users are intermittently not receiving Slack notifications when work items are created.

Steps to Reproduce

1. Integrate Jira Cloud and Slack
2. Create personal notifications when work items are assigned to the user during creation.

Expected Results

The user consistently receives Slack notifications when work items are assigned to the user during creation.

Actual Results

The user did not receive Slack notifications intermittently.

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
