Allow Service Accounts to Create Non-Scoped API Tokens in Jira Cloud

      Issue Summary

      Service Accounts in Jira Cloud do not support the creation of non-scoped API tokens. Customers are requesting the ability to generate both scoped and non-scoped API tokens for Service Accounts, similar to what is available for normal user accounts.

      Steps to Reproduce

      • Log in to Jira Cloud as a Service Account.
      • Attempt to create an API token.
      • Observe that only scoped API tokens can be created.

      Expected Results

      Service Accounts should have the option to create either a scoped or a non-scoped API token, allowing customers to choose their preferred level of security and risk.

      Actual Results

      Service Accounts can only create scoped API tokens. The option to create a non-scoped (classic) API token is not available.

      Workaround

      Currently there is no known workaround for this behavior. A workaround will be added here when available
