Allow Service accounts' API tokens to be scoped per project, Atlassian Team or Project Role

      Currently the scoped API tokens for a Service account can have various scopes but they are applied to all the projects for the instance.

      Our requirement is to have a feature which allow these scoped to be configured for certain project, Atlassian Team or Project Role
