Issue Summary

When attempting to create a "Restrict" workflow rule using the "labels" field with the "contains" operator in Jira Cloud (Free), the form becomes unresponsive after selecting a label. Pressing "Add" simply reopens the label dropdown instead of saving the rule. This issue occurs across multiple browsers (Edge and Chrome), workflows, transitions, and label values.

Steps to Reproduce

1. Go to Workflow rules in Jira.

1. Add a "Restrict" rule.

1. Select the "labels" field and use the "contains" operator.

1. Choose any label from the dropdown.

1. Attempt to add/save the rule.

Expected Results

The rule should be added and the form should close or proceed as normal.

Actual Results

The form gets stuck; pressing "Add" only reopens the label dropdown, preventing rule creation.

• Issue confirmed on multiple workflows, transitions, and label values.

• Workflow rules -> Restrict -> labels broken
