Issue Summary
When attempting to create a "Restrict" workflow rule using the "labels" field with the "contains" operator in Jira Cloud (Free), the form becomes unresponsive after selecting a label. Pressing "Add" simply reopens the label dropdown instead of saving the rule. This issue occurs across multiple browsers (Edge and Chrome), workflows, transitions, and label values.
Steps to Reproduce
- Go to Workflow rules in Jira.
- Add a "Restrict" rule.
- Select the "labels" field and use the "contains" operator.
- Choose any label from the dropdown.
- Attempt to add/save the rule.
Expected Results
The rule should be added and the form should close or proceed as normal.
Actual Results
The form gets stuck; pressing "Add" only reopens the label dropdown, preventing rule creation.

- Issue confirmed on multiple workflows, transitions, and label values.
Workaround
