Issue Summary

Users are experiencing issues when trying to create new linked work items in a child work item of an Epic issue by clicking "Add>>Create linked work item" in the child work item. The option to create a "new linked work item" does not always appear, requiring a page refresh to access it. 

Steps to Reproduce

1. Access the project in Jira.
2. Go to a Epic issue.
3. Click on one of the child issue of the Epic issue to land on the child issue. 
4. Now click on "Add>>Linked Work item"

Expected Results

The option "create linked work item" should appear. 

Actual Results

It only shows the dropdown to select an issue link relationship and already existing Jira work items. We do not see the option "Create linked work item". 

Workaround

Reload the page if you do not see the option.
