Issue Summary

The customer wants the ability to disable the tool tip "Reach out to your Jira admin and ask for permissions" in Jira cloud. 

Steps to Reproduce

1. The user doesn´t have permission to perform an action; this is expected since it was determined by the administrator.
2. The user receives a message and asks for permissions from the admin:

Expected Results

The administrator should be able to disable this message since this admin is not allowing the use of those permissions for a valid reason and doesn´t want to receive messages to enable such permissions. 

Actual Results

There is no way to disable this message, even from the backend.

Workaround

Currently, there is no known workaround for this behavior. A workaround will be added here when available
