Issue Summary

After installing the Gitlab for Jira Cloud app (third-party app), it is not possible to completely use integration unless you also have configured Github/Bitbucket. 

Steps to Reproduce

1. Install https://marketplace.atlassian.com/apps/1221011/gitlab-for-jira-cloud
2. Notice that you can't see Gitlab data in the "Code" section of a project and can't pull in development data to Work Items.

Expected Results

Installing Gitlab should show the data after integration is installed. 

Actual Results

Gitlab integration will not function until Github or Bitbucket is configured (even iif the user has no plans to actually use Github or Bitbucket).

Workaround

Install Github or Bitbucket.
