Issue Summary

When a customer has a custom field using "Select List (cascading)", where only parent values are set, with no child values, they are unable to choose these parent values as the option for the field while on Mobile (Android). 

However, they are able to choose the parent option on the web UI 

Steps to Reproduce

1. Create a custom field with type "Select List (cascading)". Add only Parent options 
2. Add it to a ticket type 
3. Create a ticket of this type
4. Open this ticket on the Jira mobile app (for Android) 
5. Attempt to set the field to one of the parent values in the list 
6. Notice it does not work 

Expected Results

For Android experience to match web UI experience - that is, ability to set the parent value as an option in the app as well .

Actual Results

Field cannot be set. 

Workaround

It appears that sometimes pressing in the gap between parent values sets the value above the gap to that field.
