'User Installed Apps' is allowed by default, suggestion is to block by default

      Currently "User Installed Apps" option under Products > Site > Connected Apps > Settings in the product page is enabled by default for all products.

      The suggestion is to make this setting Blocked by default. It is possible that the Site admins forget to Block the users from installing new apps and this is a major security issue.
