Issue Summary

Users can create dependencies between work items on the project timeline by dragging the dependency icon from one timeline bar and dropping on another. This behavior has been inconsistently failing for some users.

Steps to Reproduce

1. Create two work items on the project timeline.
2. Add a start and due date to both work items so that they are visible on the timeline.
3. Hover on one of the timeline bars and drag the dependency icon and drop it onto the other timeline bar.
4. Observe the dependency was not created.

Expected Results

Performing the above should create a dependency between the two work items and should be visible on the timeline.

Actual Results

No dependency is created between the work items, and no indicator of any errors.
