Issue Summary
When a non admin user pastes an issue URL on the slack channel, an option to invite the users in the channel who are not part of the project pops up.
Clicking on the invite, all users are granted JSM licenses despite the site configuration not allowing any invites
Steps to Reproduce
- Ensure that the approved domains doesn't grant any product access for "any domain" or the domain of test user
- Ensure the settings under Atlassian Administrations > Settings > Contacts > Allow users to connect contacts from Google, Slack, and Microsoft is disabled
- Go to the slack channel and paste a URL of JSM work item
- You'll be presented with an option to invite the users in the channel who are not part of the project

- When you click on the invite, you get a message stating invite "Success! An invite has been sent to xxxxx. They can now access Jira Service Management on "<site_name>"

- Verify the user on the site, the user would have been invite and granted a JSM user license
Expected Results
The invitation fails honouring the site access settings
Actual Results
The user gets added as a JSM licensed user with User(Agent) role. This issue doesn't affect Jira Projects, the message is as follows It looks like some people don't have access to view this page. You can invite them or approve their email domains. Users with approved domains can access products without an invitation.
Workaround
Currently there is no known workaround for this behavior. A workaround will be added here when available
