As per the latest update from Microsoft, Azure DevOps OAuth apps will be reaching end-of-life, and there will be an announcement about the timeline in 2025

As MS prepare for the end-of-life to the platform in 2026, Azure Devops for Jira Add-on need to begin the transition of shifting the app’s authentication to accept Entra tokens in lieu of Azure DevOps OAuth access tokens.
