Issue Summary

Currently, project templates in Jira Cloud can only be created and utilized by administrators. This feature request proposes the ability for non-admin users to access and use project templates when creating projects. This enhancement aims to streamline the project creation process for non-admin users and empower them with more autonomy and flexibility.

Steps to Reproduce

1. Log in to Jira Cloud (you should be a non-admin user).
2. Navigate to the "Create Project" page and attempt to select a custom template.

Expected Results

The non-admin user should be able to view and select from a list of available custom project templates during the project creation process.

Actual Results

The non-admin user does not see any project custom templates available for selection and is unable to proceed with creating a project using a custom template.

Workaround

As a workaround, non-admin users will need to request their administrator to create a project using the desired custom template. Only the admin can then set up the project according to the template specifications.
