"Improve Work Item" feature (AI Issue Improver) does not generate a description when only the Summary field is populated in an issue.

Expected behavior:
The AI should use the existing summary as a starting point to suggest a description, even if the Description field is initially empty.

Current behavior:
When clicking "Improve description," no suggestion is generated unless a manual description is already present. This limits the usefulness of the feature in early-stage issue creation.

Business Impact:
This reduces efficiency, especially when working with large numbers of imported or quickly created issues, where the AI could help save time by generating first drafts based on summaries.
