Scrolling the issue view in the new navigation UI causes the “add comments” element to jump

      Issue Summary

      When scrolling issue view in the new Jira navigation UI, the "add comments" element unexpectedly “jumps” (shifts vertically), causing a jarring flicker in the page layout.

      Steps to Reproduce

      1. Open JSM issue with the new navigation UI enabled.
      2. Scroll the page
      3. Observe the "add comments" element jump up and down.

      Workaround

      Currently there is no known workaround for this behavior. A workaround will be added here when available.
