Allow users to change the start date of a Plans Program Board after creation

      Issue Summary

      After a Program Board has been created in a Plan, it is not possible to change the Start Date of the board. To edit this, the existing Program Board must be deleted, then a new one created with the correct date.

      Steps to Reproduce

      1. Create a Program Board
      2. Observe that the start date can't be edited, only the Filter in the Manage Program Boards page.

      Expected Results

      User should be able to edit the Start Date

      Workaround

      Currently there is no known workaround for this behavior. A workaround will be added here when available
