Problem statement
Currently, Jira users receive notifications when a Confluence page is added to a work item they have previously commented on, even if they are not a watcher, reporter, assignee, or directly mentioned. This behavior is expected under the current notification model, which treats commenters as "engaged users" and sends them “Work updated” notifications for various changes, including the addition of Confluence links.
This results in unwanted notification noise for users who only wish to be notified about assignments or direct mentions. The only available workaround is to disable all notifications for the work item, which also suppresses important notifications the user may want to keep.
Suggested solution
Introduce a configuration option in Jira notification settings to enable or disable notifications specifically for Confluence page link events. This would allow users to:
- Opt out of notifications when Confluence pages are added to issues they have only commented on.
- Retain notifications for assignments, mentions, and other critical events.
