Currently, the redirect for Goals in Jira is visible to all users, regardless of whether they have access to the Goals app.

This inconsistency has led to customer confusion and complaints, as users expect a unified experience across Atlassian products. Users who do not have access to the Goals/Projects app should not see the redirect or related UI elements in Jira.

Steps to Reproduce:

1. Log in to Jira as a user without access to the Goals/Projects app.
2. Observe that the Goals/Projects redirect is still visible and clickable at the sidebar.

Expected Result:
The Goals/Projects redirect (and any related UI) in Jira should only be visible to users who have access to the Goals/Projects app, matching the behavior in Atlassian Home, the app switcher, and other Atlassian products. This could also be manageable by admins.

Actual Result:
All users see the shortcut redirect, regardless of access, leading to confusion and a fragmented experience.
