Issue Summary

When using the Action Item Checkboxes in the 'Default description', the checkboxes are turned into bullet points when creating work items from the inline create button ont he backlog and board view.

Manually creating a new work item using the 'Create' button at the top of Jira respects the default action items and renders them as checkboxes.

Steps to Reproduce

Navigate to a team-managed project. Edit a work type to update the description with a new default context.

• Add an Action Item checkbox to the Default Description like so:
  
• Navigate to the backlog and create a new work item of that type.
• After the work item is created, notice that the action items become bullets:
  

Expected Results

The formatting should stay the same and remain as a checkbox action item.

Actual Results

The checkbox action item changes to bullets.

Workaround

Use the create button at the top of the page.
