Issue Summary

Attempting to Access Jira Software Incidents management feature triggers 404 error.

Steps to Reproduce

1. In Jira Software Project (noting the steps for JSM project types is correct)
2. Go to Project settings > Features
   1. NOTE: "Incidents" is not available to be enabled as covered in the section "Enable or disable the incidents feature" of What is the incidents feature?
3. Go to Project Settings > Toolchain
4. Scroll down to the "Incidents" section
5. Select the "View incidents page"

The following Error is triggered

We can't find the page you're looking for
The view does not exist in this board.
Error code: 404 

Workaround
