Issue Summary

• Users are not mapped while importing projects from asana to Jira cloud using asana import when importer is not a site-admin/org-admin

Steps to Reproduce

1. Before initiating asana import, make sure users in asana already created in Jira cloud site by Org admin [users invited with Jira product access]
2. Initiate asana import with a user having jira-administrator access but not having site-admin or org admin access.
3. It will show a warning message that users won't be created.
   
4. Proceed with importing project from asana

Expected Results

• As asana users are already available in the system [created by Org admin], assignee users should get mapped and comment owner should be displayed.
  Reference Import data directly from asana into Jira cloud

Actual Results

• User fields are unassigned, and commenter name is changed to Anonymous.
• Users are imported only if those are added at the workspace level  [teams] in asana. 

Workaround

• Perform asana import with user having site-admin/Org admin access.
  Or
• Add users at the workspace level and proceed import with user with Jira administrator access [not site-admin]
