Issue Summary

The Image added under 'Add help text and instructions to fill in this form' section when creating a Form fails to load in preview when the Form access is set to Public.

Steps to Reproduce

1. Create a new Form in the project.
2. Add the required image under 'Add help text and instructions to fill in this form' section of the Form.
3. Set the access level of the Form to Public.
4. Preview the created Form.

Expected Results

The added image should be displayed when previewing the Form.

Actual Results

Preview unavailable message is displayed when viewing the Form.

Workaround

You can update the Access of the Form and set it to Limited.

Please note that while this solution may not be applicable in every situation, updating the Access is currently the only available workaround if the image needs to be displayed.
