Issue Summary

The work item can show instability in the UI when scroll down at certain level. We have observed this behavior when having a longer description section making the Activity hidden by default.

Steps to Reproduce

1. Navigate to a work item view that is modal. Click Edit
2. Add description. that's several lines long.
3. Add an attachment as this could help show the issue.
4. Scroll down up to certain points where instability shows up.
5. In the Work Item View, the same problem occurs.

Expected Results

The work item view stays stable and is not jumpy.

Actual Results

As user scrolls down, the Activity {{All, Comments, History, Work Log }} section wants to jumps up. The comment section and the dividing line shows unstable behavior.
