Issue Summary

Remove security level shows even if security field is made required/mandatory

Steps to Reproduce

1. Navigate to your project -> Issue security and add a security scheme and add levels
2. Now navigate to the field configuration for the same project and make security level field required
3. We observe that Remove security level option still shows and upon clicking that, it shows error"We couldn't update the Security Level value"
   

Expected Results

It should either not show the "Remove security level" option or the error message should have more description why its erroring out.

Actual Results

"Remove security level" option keeps showing and error is not descriptive enough
