Issue Summary

The Labels field is not showing on Jira forms regardless of context, field configuration, limited access to the form and other settings. 

Steps to Reproduce

1. Create a form in Jira with the labels field 
2. Open the form to see the labels field is missing. 

Expected Results

Labels field should be available for limited and open forms. Public forms are expected to not have the field available due to sensitive data. 

Actual Results

The labels field does not show up on the form at all, regardless of access. 

Workaround

Accessing the Forms in Mobile App giving the label fields as well - which can be used until the bug is fixed.

Other than this, no work-around, label will need to be filled out manually or through an automation.
