Issue Summary
After setting up a permission scheme that authorizes "Anyone on the Web" to "Browse Projects", then adding projects to that permission scheme, users are prompted to authenticate into Jira
Steps to Reproduce
- Create a New Project in Jira with Sample Data
- Go to Settings > Work item > Permission Schemes
- Edit a Permission scheme so that the permission "Browse Projects" is set to Public
- Open the project on an anonymous tab or on a different browser

Expected Results
The user shouldn't need to log in to access a public project.
Actual Results
The project is open, but a login-required pop-up is showing.
Workaround
Currently there is no known workaround for this behavior. A workaround will be added here when available.
