Dragging the image to reorder in the comment creates a duplicate copy

      Issue Summary

      If more than 2 image attachments are added in the comment section, when trying to reorder them by dragging them to a new position, they create a copy of the attachment in the new dragged position instead of reordering. This behaviour is observed in the new navigation. 

      Steps to Reproduce

      1. Add image attachments to the comment. 
      2. Select the image and try to drag it to a new position. 
      3. The action creates a copy of the image in the position

      Expected Results

      The image should be reordered to a new position. 

      Actual Results

      After dragging the image to a new position, instead of reordering, another copy of the image is created. 

      Workaround

      Use the cut and paste option to place the image in a new position in the comment section.
