Issue Summary

Users are not being automatically added as Watchers on the work items they create when using the new navigation experience. However, if the user clicks on the '...' button in the top right corner of the create issue view, the user will be automatically added as a watcher, as expected.

• Creating an issue in the New UI without clicking on the '...' menu does not automatically include the watcher.
  
• When clicking on the '...' menu in the create issue screen before clicking on the create button, it will result in the watcher being included as expected.
  

However, changing to the Old navigation experience would result in the watched working as expected.

Steps to Reproduce

1. Check the automatic auto-inclusion as watchers in System settings > global settings.
2. Create a new work item.
3. In the new UI the watcher field will be only filled if the user click on the '...' in the top right corner of the create issue screen. 

Expected Results

Creating a work item in the new navigation experience without clicking on the '...' in the create issue view should automatically add the reporter as a watcher. 

Actual Results

Creating a work item in the new navigation experience without clicking on the '...' in the create issue view will not automatically add the reporter as a watcher. This occurs even if the reporter has configured this setting in their personal or global preferences.

Workaround

1. In the new navigation experience, the reporter should click on the '...' button on the create issue view before hitting the create button.
2. Switch it back to the old navigation experience.
