Problem

When the plan is not loading correctly, under issue sources, there is a message displayed on top right : issues in plan :0, which appears also in a condition were the search criteria for filters is taking more time and is timing out

Steps to Reproduce

Put some 7 to 8 filters containing searches across different projects. Making sure, the issues returned are not more than 5000
Eg Parent epic in

Expected Results

A correct error message should be shown, such as
Plans timed out due to (cause)

Actual Results

Issues in plan :0 showing under the issue source is causing confusion to customers, making them check their filters and not helping them to identify the root cause.
