Issue Summary

The create button is missing on the column of the Kanban Board if the board filter query has the 'Not equals' operator.

Steps to Reproduce

1. Create a Kanban board with simple JQL project = PROJECT_KEY and labels !=XYZ ORDER BY Rank ASC
2. Save the filter query.
3. The swimlanes can be set to anything.
4. Go to the board, and you will see that the create button is not showing on the board. Here is the snippet:

Expected Results

The create button should be visible on the board.

Actual Results

The create button is not visible on the board.

Workaround

If you add the equals operator instead of the 'not equals' operator in the board filter query, the create button will start showing on the board.
