Issue Summary

There is an intermittent issue where an automation rule meant to add comments to a work item occasionally fails to add the actor as a "Watcher".

Steps to Reproduce

1. Create a rule that includes the "Comment on work item" action
2. Execute the rule

The issue seems to occur sporadically, and the exact conditions for the issue to occur are currently unknown.

Expected Results

The actor executing the rule is automatically added as a watcher to the work item.

Actual Results

Rule actor not added as a watcher to work item.

Workaround

Use the Manage watchers action within the same rule to ensure the actor is added as a watcher.
