Issue Summary

When creating work items, if you have more than 20 teams using the same first word as the name of a user you want to mention in the description, the teams appear first, and the user doesn't appear.

Steps to Reproduce

1. Create (or have) over 20 teams with the same first name of a user.
2. Create a work item, and in the description, attempt to @mention the user.

Expected Results

For users to appear first, or appear when the full name is written

Actual Results

The first twenty teams in Jira that match the name will appear, preventing the user from appearing in the drop-down.

Workaround

Edit the work item after it's been created and mention the user as desired in the Description, or comment on the work item and mention the user.
