Issue Summary 

When a board is mistakenly deleted, it can cause many problems, such as active sprints no longer having a parent board. 

Currently, there's no way to restore a deleted board, if you delete it, it's gone. 

Suggested Solution

Allow users to restore deleted boards, keeping deleted boards in "soft-delete" for a time period, i.e., 30 days. 

This would greatly help Jira admins in case of undesired board deletions.
