Issue Summary

Permission propagation has a delay which impacts Forge apps access to resources

Steps to Reproduce

1. Create a Forge app that invokes Storage API;
2. Create a brand new Jira user;
3. Give the new user correct permissions and license seats;

Expected Results

The new user can immediately use the app without permission issues.

Actual Results

Newly created users will have to wait several minutes before they can interact with Forge apps due to permission propagation in Jira.

Workaround

The newly created user can wait for some time (typically less than 10min) and the issue should be resolved.
