Problem:

The checkbox added a user on a comment is not clearly visible to the user who doesn't have the permission to Edit all comments. 

Suggested Solution

The checkbox added a user on a comment should be clearly visible to the user who doesn't have permission to Edit all comments

If the action item/check box is checked or unchecked, it should be clearly visible even though the user can't edit it. 

Why This Is Important

Currently, the checkbox is visible but it is very light and creates confusion for the user who doesn't have edit all comments permission.
