Issue Summary

Top search bar does not fetch results the same way search bar within boards does.

Example:

1. Pretend we have a work item with ID ABC-123.
2. Search for 123 in the search bar from the top navigation.
3. Search for 123 in the search bar within a board that has the work item present in it.
4. Notice the difference in results fetched.

Desired outcome

Results of searches should follow the same pattern within Jira.
