Issue Summary

the Issue security level options are inconsistent every time you click on Add. The options get shuffled between every add which is confusing.

Steps to Reproduce

1. Click on Settings>Issues>Issue Security Schemes
2. Click on any one of the schemes. Makes sure you have atleast two Security level under the scheme. Lets call them Level 1 and Level 2. 
3. Click on Add in Level 1, observe the order of the options.
4. Go back and click on Add in Level 2, and observe the options. Its all shuffled up to a different order. I have attached a screen recording of the issue.

Expected Results

The order of the options should be consistent.

Actual Results

The order of the options are inconsistent.

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
