Issue Summary

As of today, we do not allow attachments on public forms ( tested and went through Public access requirements ) - Some fields will be restricted because they may contain sensitive or confidential data. You won’t be able to add a restricted field to a form with public access, and if you’ve already added a restricted field, it won’t be shown to anyone who views or responds to the form. Restricted fields include:

• • Attachment

• • People

• • Parent

• • Team

• • Sprint

• • Project

• • Labels

• • Fix versions

Steps to Reproduce

1. Create a form 
2. Add Attachment field
3. Change sharing setting to Public and you will notice the message on the UI that says some fields are not available for Public forms

Expected Results

Attachment is a crucial part of the forms especially public forms and can be used with a lot of aspects ( example : collect the bug report from public users )

Actual Results

As of today, the attachments are not supported on public forms

Workaround

We can consider using Work Item Collector
