Issue Summary

The suggest child issues function is Atlassian intelligence is currently misleading as this option is displayed for users even in epics on hierarchy level that do not permist the creation of child issues. 

Steps to Reproduce

1. Attempt to use the atlassian intelligence feature on any epic not configured/on a level that allows for child issues and subtasks to be created.
2. Select suggest child issues
3. notification is returned "Can't add child issues to sub-task"

Expected Results

The "suggest child issues" option should not be displayed if the current Epic is not configured/on a level that allows for child issues and subtasks to be created.

Actual Results

Throws response "Can't add child issues to sub-task"

Workaround

Currently, there are no known workaround for this issues.
