Improve Error Messaging When Adding Members via "Add People" in Project's People Tab

      Project Administrators are encountering a confusing and unclear error message when attempting to add a new user to a project via the “Add People” option under the People tab—specifically when the user does not already exist on the site.

      The current error message does not clearly explain that the issue stems from user invite restrictions configured at the site level. As a result, admins are left uncertain about the cause of the failure.

      Steps to Reproduce the Error:

      1.  Go to the Project settings.
      2. Click on People Tab > Add People
      3. Add a username who does not exists in the site.

      Expected Results: 

       Display a clear and actionable error message. The message should explicitly state the reason the user could not be added such as "User cannot be added because your site settings currently restrict user invitations.

      Actual Beahvior:

      Something went wrong
      We can't add anyone right now. Contact your admin for help
