While scrolling issue on Issue view screen, does not freeze the Summary panel at the top

      When scrolling through an issue, the Summary information does not keep freeze/locked and users can't see the summary of the issue. 

      The requested suggestion is to keep the Summary information locked while scrolling through issues.
